Prof. Qian is the Technical Director of Industry-Academia-Research Cooperation, Deputy Director of the Key Laboratory of Fisheries Technology and Equipment Research of Zhejiang Province. He is a member of the national teaching team of marine fishery science and technology, an expert advisor  of the national advisory council of leisure fishery, the chairman of the leisure fishery expert committee of Hainan Free Trade Zone, an expert advisor for the Shanghai Science and Technology Award, an expert judge of the National Natural  Science Foundation of China, an expert advisor of the “Smart Ocean” Science and Technology service committee of Zhejiang Provincial Science Association, and a member of the technical sub-committee of fisheries equipment and materials of the National Fishery Standardization Technical Committee.

He led and participated over more than 30 major scientific research  projects, published more than 100 scientific papers which included more than 20  EI and SCI journal papers, granted more than 40 patents, and won more than 10 provincial and ministerial awards for scientific and technological achievements by the Ministry of Education, the Ministry of Agriculture and Rural Affairs and the Shanghai Municipal Government, of which 5 were first-honor awards.
